This is a very nice pair of Japanese IJA wire cutters with detachable handles. The wire cutters measure 18 inches overall, with removable 9 1 2 inch hard wood handles. The metal portions are painted the standard Japanese ordnance tan. One of the handle retains several Kanji markings, possibly a date or maker marking.
